A friend’s mom saw this post on Facebook, and left the following comment, linking to the picture above - ha!  (She’s a bird-watcher).

It does look like an owl’s face, a Great Horned Owl as a matter of fact. The straps resemble the ear tufts of this owl. Astute observation Syd!
